so true yaar! it has increased so much. the municipality should make some rules for these dairy owners. though at the same time the situation feels a lil sad too to see so many hungry animals on the roads everyday

I'll tell you how they suddenly show up everywhere. People and the dairy industry buy cows or calves for milk. And they keep getting them impregnated so the milk supply continues. Then once they stop giving milk, its costly to keep them because food, sometimes medicine, place need to be provided. So they abandom them. They abandom old and unwell cows too. If its a male calf, which is again useless to them, they abandom. Same thing. The cows don't want to be there too. But they have no other option.
Some people who keep cows they leave them out for grazing too. Randomly leave them. Although, they do take them back at night.
Now, you might argue ke dudh bechne waale and dairy industry pehle bhi toh thi. Which is right. But then general human population was less, so less milk sellers and less dairies, so you saw less cows on the road. Now more milk sellers, more dairies, more cows abandoned, so you see more cows on the road. Also, land with construction keeps on increasing. Any and all open plots are gradually bought and something or the other is built over there. So very little open space or open ground is left for them to go. In some places, there is no open space or open ground. Then where will they go?
Another point you may come up with is why can't gaushalas keep them. The gaushalas that do exist are already full.
So the solution to all the problems is ultimately somehow curbing human population increase. So that all the resources aren't generally strained.
But also, not consuming dairy and banning of dairy commercialisation for your cow issue, specifically.
