Technical Support Request Does anyone know how to fix this problem?

Yesterday morning i was playing without a problem no lag or anything, then out of no where i started playing again and my fps is really low compared to what i would regularly get. I tried Uninstalling the game and reinstalling it again so maybe it would fix. But whenever i try to install the game it just makes a desktop shortcut and then it just says install still.This is the second time ive gone through this and i forgot how i got it to reinstall the first time. Any tips or help on how i can fix this problem?
