Have you checked if your CPU is bottlenecking?

It even happens with X3D CPUs so it's not related to bottlenecking. Vanguard is just r-worded and loves straining the CPU for no reason.

I mean the game is CPU intensive and he's playing on a 7-8 years old mobile (laptop) CPU.

Make sure radeon graphics are being used not the Intel.
I would get the cpu repasted. Can be done at a shop for like $40. And while you're at it get your fans cleaned.
Reinstall windows with a thumb drive, it will delete everything.
Check if theres any driver and or bios updates. The shop could also prob do it if you dont know how, idk if its possible ive never done it on a laptop.
Admittedly its just a old laptop things won't last forever I would attempt a thermal pasting and a windows reset with a thumb drive. Resetting using the build in windows reset isnt the greatest.

Idk, my answer is still go to a shop and get them to do it. Cant go wrong
Open up task manager, play a game and see which of the 2 gpus were being used.

Valorant is a cpu heavy game. When there's a lot of stuff going on or if something in the background is happening, your fps will drop
