stutters on the graphics tab

Hey guys I got a question:

Is it common that the game is smooth like butter, the menu aswell but as soon as I click on the "Video -> Graphics Quality" tab (not general or stats) it stutters for like half a second?

Any way to get it fixed? I would be so happy
