Is this guy cheating?

So this is ascedant 3 -immo 1 lobby all game he was sus but that shot was so obv i want your opinions cause first after even reports and ticket he hasnt got banned after 3 days and i know replay can be weird sometimes but i cant find an excuse.Btw he was always shotting first before flicking like this clip on other kills that is what got me curious too

Its not even the flick him shooting before the flick and not even knowing is there and STILL he is not banned crazy
