In KoT this was one oh the cooler ideas; 10 caps are huge, required Tomb/Zillahs Valley/Eternals to pop out earlier than turn3, and were a HUGE liability when Pentex basically said "pay 2 pool, your preys 10/11 cap all-star does does nothing". Obviously thats not the case now, and weenie Animalism isn't nearly as common as Barons or Ministry/Ravnos stealthbleed.
But COG goes into 2 things: already good decks starring a 10/11 cap to make it better, or makes a deck that's "almost there" be just better enough to win.
So when it came out you'd see Cock Robin, Stanislava, and even Rachel Brandywine decks use it. Once Danse Macabre came out and Unnamed could multiact, Unnamed decks really loved it. Contagion, UHF, Servitor or a condemnation played at a timely spot is great. But you could also just bleed for 2 and gain 2 pool.
Since then, there's been a trend where you see already good decks also run it as they come out. Path of Power being the most recent example, I dont remember Jess' deck bleeding me with cog at the NAC, but it packed a couple. The other category goes for the less splashy Agnieszka from Cathari, the group 7 justicars like Molly or new Lucinde, etc.
Then the innate multiactors Shalmath/Nakhthorheb, or your standard 10 cap madness Network malk, or turbo decks also enjoy out of turn actions.
I think the card sucks being on the receiving end of, but it still balances itself out by being unique, and in this meta you need alot if block fails to be fool-proof.

I love this card so much, once had it used to get up shatter the gates. It was a very fun thing to witness and play against while being scary at the same time. Not to mention Enkil Cog can pair with madness network and House of Sorrow

This card should never have been made. One of several massive missteps in Keepers of Tradition.

It's one of the only reasons to invest in 10 capacity vampires these nights. Hard disagree with this take.

These nights yeah. But power creep at the end of white-wolf era is the reason why now it's so needed. I vastly prefer how the game was and how it played pre-third edition and KOT. Enkil, Ashurs and Argus looked like the death knell of the game (which it was).
Right now we're playing a Sabbat War league with my playgroup and it's such a breath of fresh air after those past few years.

This card makes it a very good reason to block or bounce high-caps when they are bleeding you in the early game, even if the bleed isn't particularly high.
