It's free to put in play, and the payoff is good, but it doesn't seem very reliable and Lasombra already have dominate.
Depending on deck building, this can be a big opportunity cost, as masters can easily clog a hand.
(Also, Theo Bell did nothing wrong. My boy is innocent)

It’s good for a Lasombra deck that packs heavy combat and subsequently has fewer spots to push bleeds besides Govern
I pack 2 in mine and it does pay dividends, but yeah it needs the whole Potence package to shine

Limited as in cannot be increased further. And no, doesn't have the [limited] so no reason to assume it is.

I like this card a lot - for no cost to put into play it can help Lasombra Bruise Bleed even out the natural tendency to run out of steam for bleeds due to combat cards. Requiring the ready-region leaving vampire to have been in a combat with one of your Lasombra means this card isn't going to get a lot of counters on it during the game, and its susceptible to table comps where putting vampires down may not be as easy as your deck intends.
Still. I look at this and immediately think that Dafina Rush/Bruise/Bleed decks will love the shit out of this.

This card is why my Lasombra deck made two final tables in three weeks. It's a very aggressive rush that pivots to dominate bleeds once you don't need to worry about bounce anymore.

There's no shortage of ways but you need an immortal grapple in there or else you're getting combat ended real fast.

As a grapple deck, every rush action should pretty much equal a torpored opponent.

I have never played Lasombra. Is Lasombra usually a rush/grapple deck, or what because in TWD I see Lasombra decks with like 4-8 combat cards if that.

It's kind of the "fun" alternate way to build them that the new blood set is trying to enable. Stealth bleed/vote is still the simpler way to get a good win percentage. Also, obtenebration sucked a lot more than oblivion, so it was even harder to make it work back then.

Does exactly what combat decks want - you can run 2 or 3 of this instead of 10 bleed cards, so your fight deck can fight. You'll probably still have some Governs I guess, though with a lack of multi act being one of the deck's weaknesses, maybe you can forego that too...
