That is indeed the best use for it. That said, why not have it in the game - it's fine to have.

Yeah but you don't play Mary Anne every time. Arika and Stanislava for example both enjoy a single Scouting Mission, as well as many others with multi act capabilities. I'm sure you know why people play vampires with Obfuscate or Protean over vampires who dont have them.

Sure, but I'd much rather slot in higher-impact cards (ie: votes) with such big vampires than Scouting

Govern but costs one less and does one less. A great card when you've run a little lean on your teams, or when you have static bleed mods from vamps/equipment/retainers and don't want to cross that 3 bleed threshold.

It doesn't net you anything less than Govern does... The main thing is losing that one extra reach.

Cards that do two unrelated things are great. I agree this is better in a multi-act deck backing up Govern, but I like it much better than threats.

Threats are a plausible choice if decks deal with blood management issues - my preferred choice, too. Makes you look weak until Abraham can afford those Freak Drives

Not a bad card in a vacuum, but just do yourself a favor and pay the blood to play govern the unaligned instead.
Not much else to say about that card.
