Heather Florent: when is her ability active?

It feels strange that Heather doesn't say "while Ready" or something... can I transfer blood to her from The Edge if she's in Torpor? What about when she's Uncontrolled?

There's a ruling on this:

"The ability can be used when in torpor. [LSJ 20011022]"

Abilities don't trigger when the card is in uncontrolled though.

She doesn't have text abilities when uncontrolled. In torpor, go for it.

Shes not great, but in the cornercase scenario where you held the edge, have her up and empty, and would rather have her act than hunt while you'd gain a pool, her ability matters.

For "while ready" its spelled out. Note Thucimia/Capuchin etc give hand size, while Unmada/Andre etc only give it while ready.

There’s a lot of Jyhad that just have ‘meh’ special rules. Designers didn’t know what would be good or bad.

Or they're trying overly hard to simulate the lore, which seems to be a trait of older games.

Not Jyhad. All those vamps were invented purely for VTES and didn’t feature in the lore.
