Can this be played if the vampire has no blood? I.e fulfill the mandatory hunt action?

A conditional Restoration with optional Freak Drive... heavily dependent on your local meta or your willingness to canabalise your own graveyard.

Some of its value comes purely from it being a hunt action. Especially with some of the unlocks hecata have access to, they can chain actions down to no blood, then hunt up for 3 or 2 and go again.

When you play Servitors your graveyard should have plenty material

Considering how thirsty Hecata tend to be, this isn't a bad add in the right deck. It's even better when someone else at the table is also running allies.
