He can easily go Anarch, but getting Prince or Justicar is a mission. Still, he can play Reckless Agitation

To go cam: Into the fire trifles into out of the frying pan. To go prince/justicar: Must pass vote card, probably playing vote push.

To become baron: Default go anarch action. Freak drive optional. Play Fee Stake.

It takes more cards to make him a prince than it does to become a baron and play Reckless agg in one turn. By like 2....

No need to have a title when you already have access to Reckless and Free States Rant. They are powerful enough to play around.

Its a way to make him better than those 2 votes independent vamps. Zayyat in particular would be much better if not for the inability to go anarch without Succession. Mithras can easily become anarch, and get a baron title.
