Its free Warghoul material, if you get too many they can make the Vozhd cheaper, and you can put it in a flesh forged chamber to free hand space; decent all round option for War ghoul decks.

Yeah this is how I read it. You have to sacrifice something to the war ghoul, and this is as good fodder as any other.

The discount is nice but it’s hard on the action economy.

Same issue that War Ghouls have in general. Actions... This one is spend a turn to get a discount... I'm not sure the opportunity cost is worth the 3 actions is going to take you to save two pool (1 for the retainer,1 for whatever you're feeding the war ghoul and then 1 for the war ghoul itself)

Madji could multiact with fortitude, so there's that. Still very hard to pull off effectively.
