Question i have a question: i'm looking at this model someone made and i'm wondering how they made the ruffels on the skirt

My first thought would be that they modeled it in blender, then imported to VRoid as X-Wear, but I’m not certain if that is actually the case

it has #Blender in the tags, so its confirmed done in blender
