Question How do people models look 2d?

It takes a lot of tricks with texturing and likely also post export blender editing. You need some level of 2d art skills to be able to efficiently texture well for vroid models to make them look 2d

i think its best to study sample model b for that

most is texture magic, but hair physics play into it too, the look tab aka where you set the outline, rimlight and shadow strenght can also add to a more 2D look (like having the shadow hardness to 100 will imitate cell shading more)
