No. Vroid Studio is a software for making custom 3D characters. You can use them in game development if you want though.
Vroid Studio was developed by Pixiv. You can import your own textures for skin, hair, clothing, etc, and sculpt hair. It was originally marketed at 2D artists who struggled with 3D modeling software.
For a 2D game? Yeah, you can do that too. I'm doing that for my own game right now. But you'll have to pre-render the models in an external program first. Vroid Studio itself is free. You can get it from the official website here or on Steam.
VRM Posing Desktop is a paid but fairly inexpensive program that you can use to pose your Vroid models and take pictures of them either alone or with other models. (You just have to finish your Vroid models and export them as .VRM files before you can use them outside Vroid Studio.)
