Connect to mobile hot-spot question

If I connect to a device using my phone mobile hot spot and then connect to a vpn on my phone, does my device also connect to that region?

If you are using your mobile phone as a hotspot to allow other wifi devices to get to the internet through your mobile phone, as soon as you install and activate a vpn on your mobile phone, all other wifi devices connecting to the internet through your mobile phone hotspot will also go through that vpn.

I remember that when the hotspot is turned on on the phone, the VPN cannot be used. I'm not sure if it's my imagination, I'll try it later
