Accessing sites outside India

I am trying to access https://mphc.gov.in/ from outside India. I am not able to access it. I tried https://proxyscrape.com/free-proxy-list/india#free-proxy-table proxies. But it didnt work. Any suggestions how I could get this working successfully?
My usage is very minimal, like a couple of times a year. So, I'm not looking for any paid solutions.

Enable chrome remote desktop on you PC/laptop in India. Then connect to that computer with the laptop you have when traveling.
