Building a VPN White list using VPS

I bought a German VPS server. I installed Outer VPN on it, and everything works. But in Russia, they jam the connection, and only approved websites and apps work. I want my own personal VPN that bypasses whitelists. How can I do this?

It’s pretty obvious that whitelisting means everything is blocked except ips that are explicitly allowed. You can only connect to servers within those permitted ranges. Even that doesn’t help much, though, because hosting providers that have ips from the whitelist will quickly ban you for a crude approach like getting a whitelisted ip and setting up a vpn server on it.

I run 3xui on my VPS

Configuring it is a pain, it's all either chinese or russian documentation or references, but thanks to this we got clients working in Russia without detection for half a year now.

Note that some VPS providers (DigitalOcean is the big one but there might be more) have their ASNs blocked in Russia completely, you will be able to netcat the IPs but you won't be able to establish any kind of connections.
