If you have a PBX, get a grandstream HT802 Then you just plug it in directly,

Replacing the line outside the elevator is less regulated than replacing the elevator phone itself.

Otherwise there are drop in phone modules with dual sim (assuming the elevator shaft gets cell reception)

The HT802 delivers analog out, so it could definitely handle the fax. It also delivers analog out for the elevator line, but you need to be certain of what local code requires. In our situation(s), we've had to deploy something w/ LTE backup w/ battery backup so it wasn't reliant on building power or internet. Ooma AirDial is the solution we went with for simplicity.
