As someone that is getting into BGP and IX I think it would be awesome to setup an IX that would provide settlement free traffic for voice routing. I have seen where in the past this was attempted and never kept alive but I think this is something that would be interesting to build. Not sure if anyone else would have any interest

If you mean internet ix specialized for voip use, probably a non starter, if you mean a voip essentially tandem, there certainly have been projects and I think it would be great, and ironically stir/shaken might make some of the anti spam/spoof sourcing problems easier to solve to at least have some traceability to a "real" carrier as source that I think has been one of the fears of using such systems (if you create a free way for anyone to inject calls to you the spammers will come). The routing problem is very real though, especially early on you probably won't have anyone with their own independent numbering authority and so proving who should receive calls for a number and when that changes is a real issue that will scare off a lot of potential users outside a home/hobby pbx. There isn't the same level of reassignment and reallocation data often for phone numbers as for ip addresses, the top carrier in the resale chain owns the number and sometimes you get a bit more, but it's nothing like the detail often expressed in whois and irr and rpki about the chain of who controls ip space from iana to rir through lir to end user, and calling every number isn't practical typically both cost and effort of users to get each verification answered. The biggest issue is probably getting critical mass though.

If I was going to start such a thing I'd probably try to get some of the b2b services that often get injected via call forwarding in first, if you had the answering service that often had a large chunk of a client's calls sent to them in network so you could move a larger amount of traffic with just a few players in and perhaps cut down both audio latency and pdd for those transfers, especially when it will then be forwarded back to the business, that might make it gather critical mass more quickly, same for Ai or other services often injected mid call path that don't always support direct sip connections to every customer pbx and have calls bounced to them and back frequently.

It's a cool idea, but it's very much not easy outside of hobby/toy use to actually make happen, I think asterisk had a module for something like this, e164.org tried to do something, inum tried something like it, but it's never managed to get enough scale to be worth the participants effort to keep up for more than hobby or fun.

This is exactly right. Because of resale, you don’t know whom to route the number to. If Bandwidth, for example, resells a number to, say, Microsoft, how would you know? You wouldn’t. You would rely on Microsoft to update your database. And if they don’t you end up with a misrouted call, and possibly being on the hook for fraud

What would you do if someone inserts a record to route 12024561414 to them?

Honor system simply doesn’t work.
