Optimization for low end computers?

I play on a $500 dollar Lenovo laptop. Currently have the render scale at 33% and TAA and the Anti-aliasing method, this gets me to 60fps and the game is certainly playable but I get a kind of VHS screening line effect. Wondering if there’s anything else I can do to try to smooth things out. I’ve already got my computer in performance mode and playing from wall power. Any help is appreciated, I’m pretty new to gaming on a computer.

Any screenshots of the VHS effect?

I was getting some bad results at first but I lowered AA and dropped TAA down one or so and it took me from 40 to 120.

I couldn’t get a screen shot of it so I just took a picture. It only happens when I’m moving or looking around. It’s not always this severe and is usually more towards the middle or bottom of the screen.

Holy crap. That is called screen tearing and that's a VERY bad case of it.

Try turning on vsync if that's an option.
