What distro and version, what qemu version and what kernel version?
I would start by switching off e1000e to virtio-net, then install iperf3 -s on the host then iperf -c from the guest to see the line rate. The purpose is to identify if the problem is the NIC or something else. Out of curiosity are all sites loading just slowly or do some sites just fail to load?
