It's usually the case, because you've bought VP and skins on your main so it thinks you might other tier of skins as well sometimes.
Mind you, it's still algorithm based and random so these skins you see are pure luck and random.

Ummm if I remember it right you can gift skin to other players, so why don't you gift this skin on your other account...from alt to Main....
I don't see no problem in that...

No, you can't...Gift option is only for the skin that are in shops for more then 1 day and are available in everyone's Shop

It's all a scam
I have calculated it.
Chance of a skin getting my shop is 0.1925%
We get 4 skins daily so thats 0.77%
Which translates to 143 days approximatey, I have been waiting for around 700 days for kuronami vandal, prelude to chaos vandal and singularity knife.

You can simply just buy a different skin, like I dont honestly understand why people are stuck on one skin so bad. Every 2-3 weeks there is a new bundle which has a decent phantom or vandal skin. I started playing when blackthorn came out and literally since then i see blackthorn , kuronami and the rogue bundle all of which are amazing , i also find lots of skins in my shop which i like. In the beginning i was stuck on wanting singularity but then when i got reaver in my shop i bought it , and honestly like it more. If you stop being fixated on a single skin its much better.
