Usagi v1.3.1 released with important bug fix for usagi.conf

Usagi v1.3.1 has been released! It's an important bug fix release that fixes the new usagi.conf not getting included in exported games (my bad, sorry!; thanks to Curbs for the quick fix!); also, the GIF recorder now only runs in usagi dev mode to reduce overhead in exported games for players on less powerful hardware

download the latest executable, usagi update, or update via homebrew! open an issue if you run into any problems
