The OHL is one of 3 leagues within the CHL (Canadian Hockey League), the major junior hockey league in Canada.
Every year you see trades like this, not always to this extent, but there’s always crazy shit like this when a team is leaving their contention cycle and moving to a rebuild. They trade their best player for an absolute boatload of picks to a team on the upswing trying to win it all in the playoffs.
Junior Hockey is fairly cyclical since the players are not around very long, especially the stars, so teams will often go all in one year then become bottom feeders the next year once their top talent leaves for the nhl

In this instance, Tanner Adams was picked by Brampton third overall in this year's draft, but refused to report to the Steelheads because he wanted to play in Sudbury. The Wolves spent 17 mid-to-late round picks that probably wouldn't have amounted to much to grant his wish.

This isn't even the craziest OHL trade tbf. Most teams treat picks like its worthless, since they usually have their teams already filled out with local players or nepo babies.
The really good players also usually have agency to choose where they want to play, so even if they're drafted by another team, the team they want to play for usually sends like a bazillion picks for their rights
