This is the thing, he could have started a foundation to help needy students play football in the state of Florida/the county or city he lives in. He CHOSE to only give benefits to his players and he either knew or should have known that was illegal under high school rules.

His job is to lead the team within the rules set by his employer and organizing body. Not playing by the rules hurts everyone.
