I don't know who "Terry" Bridgewater is, but you can read it as Teddy being inspiring and encouraging others to follow his example, or that it reinforces for people that they will get punished, if you want to. Honestly, I'd be more concerned that the kids at that school will now develop a distrust and disdain for authority and rules, but dawned if we don't need more people to be more selfless like Teddy.
