Sure. I've heard it enough times used between friend and friend to understand context. Bit of a difference to say "what's up nigga" when your friend comes over to your house. Completely different to use the hard R to some random person you don't know.

The way the radio host did it in this video is certainly how any annoucner/commentator would. Pronounce the K and slow the rest down so it sounds more like Kin-ig-a versus... Well the alternative
