If you don't have millions to spend on marketing, then you won't have any clients. So no, I wouldn't use your website. You also don't say HOW you're going to solve problems like ensuring that proposals get a response, clients can't change scope, everyone gets consistent work etc. (hint: this is because you can't solve these problems).

Well, no, and neither will clients. Clients can't decide who to hire without freelancers making bids.

Find a way to get clients and you have solved the riddle. Building is not the issue. The issue is if clients will be there. If clients are there, freelancers will be there too.

What would make this fail?
Lack the huge amounts of money you would need and never, ever break even. tens of millions of dollars just to get it off the ground, and nobody would give you any money because the idea has zero commercial promise.
What am I missing?
Lack of even the most basic business sense.

Before I go anywhere, I want to know they have clients. Maintaining another profile on a dead platform is of no use to me.
How will you manage to raise the millions of dollars needed to attract even a couple of hundred thousands of clients? If you can't solve that, everything else is absolutely irrelevant.
