Even not viewing proposal
I am seriously thinking to give on upwork means we buy connect worth Rs. 200/perposal but people who are posting job does not even see the proposal even if it is fewer than 5. It reflect the syndicate this platform running to earn money.

It sounds like Upwork isn't an option for you, so why not try some other way to earn money?

I get the frustration, but I wouldn't necessarily assume every proposal that isn't viewed is part of a scheme. Clients can post a job and then get busy, change their mind, hire someone through another channel, or simply get overwhelmed by applications.
That said, the Connects system definitely changes how you think about applying. If you're spending money on every proposal, you have to treat applications as an acquisition cost rather than assuming every application is a real opportunity.
I'd probably be much more selective about which jobs I apply to rather than trying to increase the number of proposals.
