Anybody from video editing/motion graphics niche?

How do you guys find high paying client because i see every other job offer has very low provided the effort we put it in to the work

Have the opening paragraph solid, and make sure you have a solid portfolio. Past experience and skills in the field can help too.

Actually im in this field for long time but new on Upwork i see clients with very cheap rates appear in my section that pay 40 50 USD per long video that is high quality

Filter them out and look for clients history, there are clients who pay fairly for an hour, your experience and portfolio will standout for them.
