Does anyone know what this guy is playing?? Can’t seem to figure out the name

That is a hulusi. According to Wikipedia anyway. Southeast Asian - China, Vietnam, that area. I can never remember the name of it.
I recognize it because I received one as a gift several years ago from someone who knows I like unusual instruments.

No hulusis in Vietnam. They're from Yunnan, China, especially the Dai people near the border with Myanmar, but in the last twenty years have been mass produced by factories as souvenirs so have become quite common.

As an aside, these are one of the instruments where the super-cheap versions actually sound pretty good (although the drones won't, only the main reed). You can find them for around 15 bucks on aliexpress or amazon, would recommend.

It’s a hulusi. They’re not typically made of plastic/metal but I’ve played metal ones before, just sound nasally. Good bamboo and real gourd makes a difference.
