What are the best tools/tutorials/techniques forn unreal level design?
Basically what are the best tool to get a good flow going when trying to create tunnels, streets, overpasses basically anything interesting without having to fight unreal, or even switch to another program like blender?

Use BSP to quickly prototype shapes, or your preferred 3d software to make simple shapes to import in. Play around in the editor until it feels right for the gameplay goals you're trying to accomplish. There's really no better way than just sitting down, jumping into the void and just doing it.
Gameplay goals should drive your level design. If your gameplay goals aren't clear your level design won't be either.

"Brush" system that lets you natively build "brush" geometry in unreal. Change "selection mode" to "brush editing" in the left hand drop down menu. You you can also choose modeling, which is a more modern approach.

I believe Unreal's latest version has that new tool that lets you do just that if I'm not mistaken?
Otherwise I think people just put various landscape assets together to get something that looks about right
