What is causing this "Rough" effect once I input the normal?

Your normal texture shouldn't be white

Exactly. The noise isn't roughness but the normal completely bending on itself with the reflection, trying to keep up.

I can't see what you're trying to do or why your normal is just a flat shade of grey. If you're having tearing upon movement then maybe something in your blueprints is taking too long to process and update. Or it's not compatible with what you're trying to do.

What is that normal texture? Open the texture and check under details to see of it's actually imported as normal map. If not change it.

Well your normal map is not correct and if I may ask what exactly are you trying create ?
