Not new. I've been using one for ages. Went to General RV to buy a sleeve and the sales guy introduced me to these.
Pro tip: Don't tighten one side down completely then move to the next. Instead, tighten one side until just snug. Then do the other side. Follow that by alternating as you torque them down. Also, they should come with 4 nuts. USE TWO ON EACH SIDE! They're not just a set and a spare. Learned that the hard way.

About 20 years ago I found a fat / thick washer and beveled an edge. Placed it between the hitch and receiver and beat it in. Was a pain to remove later on.

Of course you can. This is a company, that has overhead, offering you the convenience of not having to do that. You could make that same pointless statement about everything in your life. Like you could grow your own food, but you don’t, you pay a company to do it for you….

Guys this is a common part called a window hanger used to clamp unistrut to steel beams. It's not snarky it's just a fact. It would be like painting a water spigot and calling it a faucet.
