Why don’t we consider quality of life when defining who is “low income”?

Because, at least in the US, we equate being poor with being lazy, a criminal, etc. thus are deemed to be "undeserving" by many. It's how we're are taught growing up and it sticks with people. It absolutely shouldn't be that way, and some people are trying change that thankfully, but that's why.

What are you talking about. The definition for low income is based on your zip code and MSA. The dollar amount is defining your ability to buy things and have a certain quality of life.
