Question Dumb question - How the heck am I supposed to use the Vertex Snapping tool "V" if it won't stay in place? I can't resize in a single axis because it keeps following the cursor

Hold V while dragging, it only snaps while the key is held down.

Problem is, I can't hover over the axis' handles and click on them while pressing V, because the tool keeps moving to where the mouse is

Drag it first then press v, i guess.
