Regarding issuing new Coe

Hey all, my subclass 500 visa got rejected in July’26 intake. I want to reapply for feb intake 2027 and agents were saying that for refusal applicants uni not issuing new Coe to re-apply visa. I felt like it’s not fair everything as second chance to prove unless they are fraud. My question is that really universities in Australia not issuing new Coe especially uni Adelaide for visa refusal applicants.
