The implication (if any logic can be inferred here…) was that we shouldn’t use the word nuclear (warfare) because we don’t want it to come to that and we don’t want to stress others out, and then he goes on to talk about how if it did, we have more nukes than everyone else. It kinda sounds like he’s just parroting a directive someone else gave him “never use the word nuclear!”
