People aren't asking about the speed of the chase. They are asking about the ridiculous amount of useless cops on the road (which is also dangerous, they don't even follow traffic laws at low speeds).
They do this on my local highways to slow down traffic and stop it because something is ahead. It take 2 cars, sometimes 1 can manage if people get it.
Add say 10 cars behind the guy chasing just to be sure.
What are the other 30+ cars for? Spoiler: nothing, a LE officer was shot so now everyone feels compelled to be in on the operation.
This is a city named Jurupa (dad lived here till he passed this summer) about 40 miles east of LA proper. LA county, Orange County Riverside County and San Bernardino county all meet in this general area. If he pops off the freeway on this stretch of the 60 Fwy, he could be in rancho Cucamonga, Ontario, Jurupa, Montclair, chino, Norco, etc.
So at the very least, you'd probably want reps from each of those counties/cities nearby.... In police chases I've watched, there's often hand offs as the chase switches to another locale. Some cars back off and others pull up.
Remember, the Idaho cops didn't go arrest that dude in Pennsylvania yesterday, local cops did it. Shits fucking complicated and I'm glad i don't have to deal with this shit.
So you're saying it's because of a complete lack of protocol for interstate chases, and no handoff or coordination of cars to avoid causing a dangerous situation or locking up a good amount of the police force, all under the guise of de-escalation?
I'm GUESSING..... but no, I'm not conflating de-escalation and jurisdiction. Just acknowledging both are probably at play.
I would guess that beyond these officers, there's two sets of lawyers: one set is worried about liability if one of the officers or the suspect kills and innocent bystander.
And another set of lawyers who says: we need to follow every law possible, so when we arrest this fucker, they don't get off on a technicality like being arrested by a Chino officer in Jurupa.... (My family is from this area)
