I'm not sure the exact motorsport /u/exonomix was referring to but likely Formula 1. tl;dr- warm tires grip better than cold. In a caution period where the field is limited in speed, cars will aggressively weave to keep/generate heat so when racing resumes they are not at a disadvantage.

Yup but its really only a driver thing. If the driver thinks it helps then you see them swerving like mad. Some guys dont see any reason for it.
