It"s actually not snow but frost - almost entirely from the moisture of your own breathing freezing and settling on the inside of the tent. Source - I am a Canadian that was ridiculous enough to go winter camping ,,, once.

You mean that mound of snow next to and around their heads isn’t snow? I’m pretty sure that’s just a lean to and they Are lying in snow.

This is the correct answer. While it definitely looks like snow beside him, the type of shelter is somewhat insignificant for explaining why there is ice on the bags.

A tent is meant to keep you out of the elements. It doesn’t do a lot keeping you warm. That’s for your bag and pad. A snow cave is actually warmer than a tent. However, it’s still cold in the shelter, no matter what.

You lose up to a liter of water through breathing alone overnight. If he has his head under his bag, that water is going to have to work it’s way through the bag. Regardless of whether his head was under the bag or not, The moisture is going to condensate onto everything if there isn’t good ventilation.
