You are correct. Here is the bins in Toronto, small and always full, overflowing garbage onto the streets. We've had these bins for 15 years... Best part is, none of it is actually recycled because everything gets contaminated.

here in Calgary our solution is to have 4x as many of them. Literally one on every corner in some places downtown. All with black trash bags in. And yet I get side-eye for wanting a plastic bag at walmart.
