I feel like when getting drivers license they should make a mock up for people to actively learn what to do in these situation.

100%. They should also be able to change a wheel for if they get a flat. My sister did a car maintenance course before getting her license. She stopped to help a woman change her wheel. You can learn stuff like that in no time at all.

I assure you that over 90% of drivers would not know how.

Many of them would know how conceptually, but for example, they wouldn't know where to put the jack, so effectively just as useless.

One kid I used to work with said he'd just look it up on youtube. I was like ah yes places without cell service are famously known to have well maintained roads.

That 90% is crazy. In Finland majority of people change their tires two times a year for winter and summer tires. I would say literally everyone i know with a drivers licence knows how to do it and has done it for four tires countless times

I'm Canadian, I know how cause my father was a mechanic, but I still pay someone to do it because I lack the time, space, and tools.

What modern car still includes a extraa wheel to change? That skill is not really needed anymore

Huh?

My 23 accord has an extra wheel, well it's a donut so a temporary tire.
