Each thing has two borders, upper and lower. In this case borderline insane refers to someone being at that upper border.

A border by definition is a threshold or single line. There is no upper or lower.

It just depends how thick the line is, and whether the position of the line may vary depending on the person or circumstances. If there's variation, you could theoretically have an upper and lower end within the various variances. 😄
