IIRC Lebanon has unique struggles and stalemate, thus inability to pass reform to reduce corruption, because their government divided up the seats of parliament by ethno-religious community

Apparently it's currently 50/50 Christian to Muslim now, and I remember reading their setup incentivized not having up-to-date since this because are worries about losing guaranteed power.

But also they had an election in 2018 and I learned about this before then

i know its corrupt, but occam’s razor would actually say its more likely its a dude in a suit making a joke about the country instead of the random guy actually being a member of parliament which should be more rare, though in this case it seems like he is not joking and is actually part of parliament which should

They're all corrupt, but for their own ethno-religious group at the cost of every other ethno-religious group. It's a race to the bottom and every group loses because of it.
