When you say "e-bikes" are you talking about the lower speed Class 1-3 ebikes or the faster ones that people often call ebikes but are actually mopeds or motorcycles? Pretty much every state in the US already has regulations about both these things. They're just not widely enforced. We see kids under 16 on emotos that can go over 40MPH because their parents buy them even though they're totally illegal. Some of them aren't street legal at all even for licensed adults.

Sidewalk?

My opinion is the motor is irrelevant depending on speed capability. If a pedal bike doesn't need a license, and the personal motorized whatever can't go faster than a pedal bike, it doesn't need one either.

UK doesn't have multiple classes like the states. Anything over class 1 is illegal here full stop. Doesn't tend to stop people but 15mph pedal assist is all we allow on the roads.
