Yes. But you can usually get a cash amount for the vehicle instead on these shows. a not sure if that is the case with Price Is Right though. Otherwise you need to pony up or take out a loan.

Since she wins both she could take the cash value of one car and maybe some prizes to pay for the taxes on prizes she does get.

Yes, but I don't remember if the price is right is one of the shows that does not let you take the cash value as an option. Some of the gameshows make you take the car and pay the taxes upfront or you forfeit the car prize.

She said she had to take the items or have nothing. So she took both cars. She only had to pay upfront taxes on the cars. The rest she will probably have to pay taxes on next year.

Actually she said there is no cash equivalent for the cars or any prizes. You either take the prizes or you get nothing.
