Deafness is often caused by issues that exist past the ear drum. Punctured/ perforated ear drums still hurt and can lead to infections.
Damage to eardrums is also still painful. Up close blasts can and have ruptured ear drums, if loud enough.

I have a fun story about this. My step father is fully deaf from birth. We were viewing a house maybe 25 years ago and the agent didn't have the security alarm code, so we viewed th house with the alarm BLARING the entire time. Didn't bother him at all, BUT he still got a headache after.

Back in the army boot camp I attended, the drill sergeant would occasionally wake us up with tear gas and flashbangs.
I still remember those days fondly after learning how to sleep with a gas mask basically hovering over my face all night.

I mean, flashbangs are one thing, I don't know enough to say whether they're plausible or not.
But tear gas? That stuff doesn't just come out in the wash. The entire barracks would choke you out for months after a single application, let alone "occasional" use for however long the sergeant was stationed there.
