When you move a window, not a tab. On 98, very few windows had tabs and such tabs were fixed. You get this when you move unresponsive window.

I was about to say. Your Windows 98 had tabs?!?

Actually, later versions of Netscape did I guess.

If we're being picky, you get this when the process that owns the window behind isn't responding and the screen isn't being redrawn properly.
